ICTs, Distributed Discourse and the Labour Movement in Cabo Verde: Why Weak Communications Remain a Crucial Barrier to Trade Union Effectiveness

Based on interviews with trade union officials from different islands and the Inspector General of Labour, this article examines use information communication technologies (ICTs) by labour organisations in Cabo Verde. Distributed discourse is used as a conceptual framework to provide insights into ways which ability unionists engage debates formulate initiatives influenced pervasiveness control digital technologies. ICTs are premised complementary tools not substitutes for existing face-to-face strategies, perspective substantiated all interviewees. The research reveals that frail channels major problems unions Verde, significantly impede their defend rights members effectively. Despite localised improvements, involving particular organisations, being utilised systematically equitably across Verdean enhance effectiveness work unions. Limited financial streams, high levels informality force, dispersed geography, uneven penetration economic sectors, government policies barriers communication.
